KLME, a leading law firm based in ADGM, participated in the second edition of the Rule of Law Forum, held at Hamad Bin Khalifa University, Qatar.

The event was a collaborative effort between the UNESCO Chair on Environmental Law and Sustainable Development, the Konrad-Adenauer-Stiftung (KAS) Rule of Law Forum Middle East and North Africa, and the Youssef SADER Foundation for Legal Culture.

Khaled Shivji, a senior technology lawyer at KLME, participated in a panel discussion moderated by Rany Sader, President of the Youssef SADER Foundation for Legal Culture entitled ‘Artificial Intelligence (AI) – Preparing for its Role in the Judiciary, Government, and Legal Practice’.

Mr. Shivji emphasised that as AI is being introduced in justice systems, judges will play a critical role in setting the limits on its use in decision-making processes and in giving recommendations. This requires judges to understand both the benefits and the limitations of frontier AI models.

Mr. Shivji’s contributions to the panel drew on his extensive experience working with governments, think-tanks, and business leaders in e-government and complex private sector transactions involving AI, cloud computing, cybersecurity, and data protection. His portfolio includes advocating for improving access to justice by leveraging AI and promoting digital transformation across all levels of the legal sector, judiciaries, and ministries of justice within the Middle East.

Noting the value of the discussions, Mr. Rany Sader, President, Youssef SADER Foundation for Legal Culture, said: “Our distinguished participants drew from their wealth of expertise and shared unique insights into an array of topics that may have been overlooked in light of severe geopolitical crises facing the MENA region. These conversations contributed to ongoing efforts to shape a more just and equitable future through effective and inclusive legal systems in our communities.”

Remarking on the impact of the Forum, Philipp Bremer, Director of the KAS Rule of Law Forum Middle East and North Africa, stated: “The Arab world is a rapidly evolving region that requires collaborative efforts to address emerging challenges in the field of law and foster collective progress. The productive discussions we held shed light on urgent concerns for Arab practitioners and decision-makers and paved the way for concrete actions that reinforce the rule of law in MENA.”

Mr. Shivji has a distinguished career history, having spoken at conferences organized by the Arab Lawyers Forum and the International Institute for Communications (IIC). He was also a member of the DIFC Courts’ General Counsel Forum, where he contributed thought leadership to the ‘Courts of the Future’ programme. A former senior attorney at Microsoft, Mr. Shivji has led legal teams and departments across the MENA and APAC regions, serving prominent organisations such as DEWA, Aggreko, and Expereo.

The Rule of Law Forum is the KAS Rule of Law Forum Middle East and North Africa’s flagship annual event, organised in partnership with the Youssef SADER Foundation for Legal Culture. Established in 2022, it aims to promote the rule of law across the region by hosting dialogue on the latest developments shaping the Arab world’s legal landscape.

Saleem Khokhar, Chief Operating Officer at KLME stated “KLME remains committed to providing advice to governments, judiciaries and lawyers across the Middle East on how to utilise technology, cloud computing and AI to promote the rule of law and access to justice within the Middle East and beyond”.
